Course description
Project evaluation based on an objective method has been introduced as a measure to ensure efficiency and transparency of public investment. In this course, students will learn about the total picture of the project evaluation where diverse effects are comprehensively evaluated. They will also get to know the idea of cost-benefit analysis for evaluating the monetary valuable effects and methods for measuring benefits and costs. This includes particularly monetary evaluation methods of environmental quality which cannot be valued through markets. This course also nurture the capacity of conducting appropriate evaluation in actual evaluation practices with correct understanding of the total system, constituting elements and interrelations among elements through the lecture and practice of project evaluation manuals in use. Further, students will acquire more practical ability through learning actual cases of overseas projects and their evaluation systems.
Purpose of class
Students will learn about the total picture of the project evaluation where diverse effects are comprehensively evaluated. They will also get to know the idea of cost-benefit analysis for evaluating the monetary valuable effects and methods for measuring benefits and costs. This includes particularly manetary evaluation methods of environmental quality which cannot be valued through markets. Further, students will acquire more practical ability through learning actual cases of overseas projects and their evaluation systems.
Goals and objectives
  1. To be able to understand the importance of project evaluation and its location in a wider context such as economic activities.
  2. To be able to understand the total picture of project evaluation by understanding the elements constituting project evaluation and interrelations among elements.
  3. To be able to conduct cost-benefit analysis besed on the knowledge of how to exactly calculate values of various benefits in practice.
  4. To be able to understand and apply the comprehensive evaluation of monetary valuable effects and non-monetary valuable effects.
  5. To be able to conduct a practical analysis based on correct understanding of the total system, constituting elements and interrelations among elements in project evaluation.
